OLD INTELLIGENCE COMMUNITY

As the effective head of the IC, the DCI was charged with three responsibilities: (1) Managing the Intelligence Community at large, (2) directing the CIA, (3) and acting as the senior intelligence advisor to the President.

The DCI was supported by a number of other entities (CMS, IC/EXCOMM, NIC, and NFIB). The Community Management Staff (CMS), headed by the Executive Director for Intelligence Community Affairs, which acted to develop, assess, and monitor budgetary issues regarding foreign intelligence. CMS was composed of a number of working groups (Resource Management, Program Assessment and Evaluation, Requirements and Plans, Policy and Special Issues, and Advanced Technology) and three IC secretariats (Quality Council, Intelligence Systems, and Intelligence Program Review Group).

The National Intelligence Council (NIC), though an independent organization itself, acted in an important advisory role to the DCI by holding the responsibility of producing national intelligence estimates, and worked to promulgate the IC's decisions on matters of relevance to policymakers. Members of the NIC included twelve intelligence officers (each with a geographical location or function), a chairman, and an elite staff of highly trained supporting analysts. The National Foreign Intelligence Board (NFIB) is in theory responsible for reviewing and coordinating all interagency foreign intelligence, but practically its work has primarily revolved around approving all National Intelligence Estimates (NIEs), which acted as the DCI's primary centralized document for assessments and recommendations for policymakers. The board was headed by the DCI, vice-chaired by the Deputy DCI

Another entity supporting the DCI was the IC Executive Committee (IC/EXCOM), which assisted the DCI with regard to intelligence policy and resources, priorities and objectives for the budget, IC internal policies and planning, and IC management and evaluation. IC/EXCOM is made up of the DCI and Deputy DCI as the chairmen and vice chairmen respectively and the directors of the NSA, DIA, NRO, and NIMA, the chairman of the NIC, the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence, the Undersecretary of Defense for Acquisition and Technology, the Vice Chairman of the Joint Chiefs of Staff, and the Executive Director for IC Affairs.
